Civil Society Consultation to Review the Non Governmental Organisations Act

On 19th March 2019, the Coalition of Civil Society Organisations hosted a one-day consultation to review Saint Lucia’s Non-Governmental Organisations Act, Cap 13.33 (NGO Act). The consultation was organised with support from the Coalition’s interim Secretariat, the Saint Lucia National Trust, as an activity under the “Establishing a CSO Coalition for Sustainable Development in Saint Lucia” project funded by the Global Environment Facility Small Grants Programme (GEF SGP) implemented by the United Nations Development Programme (UNDP).

The purpose of the NGO Act is to establish a regulated national system for registering, protecting and monitoring NGOs locally. The Act was initially drafted in 2006, amended in 2013 and according to the Statutory Instrument, 2017, No. 131, it entered into force on 14th December 2017.

The consultation was convened at the request of CSOs present at the initial presentation of the Act by the Coalition on 21st November 2018. Through this consultation, CSOs were provided with clarification of some of the text that they were uncertain about and also got an opportunity to voice their views for consideration by the Ministry of Equity. The recommendations from this consultation will be compiled and submitted to the relevant authorities for consideration.
